Athens Area Schools: Understanding the 18.5 Mill Operating Millage Renewal
As we look toward the future of our schools and our students, Athens Area Schools is seeking a renewal of our Non-Homestead Operating Millage. For many residents, the word "millage" brings up concerns about tax increases. However, it is important to understand that for the vast majority of Athens homeowners, this renewal will not increase your property taxes.
Why 18.5 mills?
In Michigan, school districts are required to levy 18 mills on non-homestead property to receive their full "per-pupil" funding from the State.
We are asking for a renewal of 18.5 mills. While the district is legally limited to only collecting 18 mills at any given time, the extra 0.5 mill acts as a "buffer." This protects the district against the Headlee Amendment, which can automatically "roll back" our tax rate when property values rise. The 0.5 mill cushion ensures the district continues to receive the full funding promised by the State without having to return to the ballot every time a minor rollback occurs.
If you own and live in your home as your primary residence, you are protected by the Principal Residence Exemption (PRE).
- Primary Residences: Are exempt from this 18.5-mill tax. If this renewal passes, your property tax rate for your primary home remains unchanged.
- Non-Homestead Property: This tax applies only to businesses, rental properties, vacation homes, and some vacant land.
This is not "extra" money; it is a fundamental part of our district’s day-to-day operating budget. These funds are used for:
- Classroom Instruction: Teacher salaries and classroom supplies.
- Student Services: Transportation, athletics, and extracurricular programs.
- Building Operations: Utilities, maintenance, and keeping our schools safe and efficient.
This is a renewal, not a new tax. By voting on this proposal, the community ensures that Athens Area Schools continues to receive its full share of state funding. Without this local contribution, the State of Michigan does not "make up the difference," and our district would face a significant budget shortfall.
